JEFFERSON CITY, MO (July 16, 2025) – The Missouri Public Service Commission (PSC) approved the Certificate of Public Convenience and Necessity for the Northern Missouri Grid Transformation Program, a milestone decision welcomed by Clean Grid Alliance (CGA) and Renew Missouri as a crucial step toward modernizing Missouri's electric grid and unlocking new clean energy opportunities across the region.
The program is a collaboration between Ameren Transmission Company of Illinois (ATXI), Missouri Joint Municipal Electric Utility Commission (MJMEUC), and Ameren Missouri that will enhance system resilience and enable access to low-cost clean energy sources. The newly approved program is expected to bring $3.3 billion in benefits to Missouri over the next 20 years, and will bring energy cost savings, increased reliability, and grid resilience to the state.
"This decision represents a major victory for Missouri's energy consumers and for the future of clean energy in the Midwest," said Elizabeth Wheeler, Senior Counsel and Director of Regulatory Activity at Clean Grid Alliance. "Upgrading the grid will deliver low-cost, reliable energy to homes and businesses across the state and beyond."
"Investing in transmission is one of the smartest, most cost-effective ways to unlock Missouri's clean energy potential. A stronger grid improves reliability and lowers costs," said James Owen, Executive Director of Renew Missouri. "A strong transmission system is essential to the grid of the future, and Missouri is well-positioned to lead the way."
The program is a part of a larger portfolio of projects approved by the Midcontinent Independent System Operator (MISO) in July, 2022. The portfolio, called Long-Range Transmission Plan (LRTP) Tranche 1, consists of eighteen projects that span the Upper Midwest and will provide $37 billion in regional economic benefits.
As construction begins, CGA and Renew Missouri will continue working with utilities, regulators, and stakeholders to ensure that Missouri's energy infrastructure evolves to meet rising energy demand across the region.
