Illinois Legislature Passes the Clean and Reliable Grid Affordability Act in Fall Veto Session

FOR IMMEDIATE RELEASE
October 31, 2025

Springfield, IL – The Illinois Legislature voted to approve the Clean and Reliable Grid Affordability (CRGA) Act on the last day of the fall legislative session, which will help stabilize the electric grid and provide consumers with much-needed relief. The measure is expected to save consumers at least $13 billion in electricity costs over the next 20 years according to an analysis from the Illinois Power Agency.

"By passing CRGA, Illinois seized its opportunity to act on the pressing challenges facing our electric grid and provide respite for consumers and the state economy in the process," said Jeff Danielson, VP of Advocacy, Clean Grid Alliance. "This bill is the result of the collaboration between the renewable industry, consumer advocates, environmental groups, organized labor, business owners, and ratepayers who raised their voices about the costs of doing nothing on electric bills – voices that the Illinois legislature heard loud and clear."

CRGA contains numerous provisions designed to support the electric grid in Illinois, increasing reliability and decreasing electricity costs for consumers. These include a 3GW procurement of battery energy storage systems, stronger energy efficiency programs, a virtual power plant program, and mechanisms for state agencies to make more informed decisions around future energy planning. The energy omnibus supports previous efforts to strengthen the renewable energy industry in Illinois such as the landmark Clean and Equitable Jobs Act.

The legislation now heads to Governor Pritzker's desk, where he is expected to sign the measure into law.
